The election of 1932 was dominated by the Depression. Many Republicans felt that Hoover couldn’t win. The question is: was Hoover a failure or just failure at public relations? Hoover was certainly criticised as a do-nothing president. He presided over collapse. He left things to slide. He was seen as unsympathetic, callous.
